European Criminal Law – Patrick Layden QC

Patrick Layden QC will be speaking on the topic of “Act of Union to European Union – how will Scots Criminal Law fare?”.
The presentation will contrast the development and treatment of Scots Criminal Law since 1707 with the potential pressures upon it as a result of recent developments in the European Union, and will discuss briefly how we should react.
Patrick was called to the Bar in 1973. From 1977 to 1999 he was in the Lord Advocate’s Department in London, assisting the Scottish Law Officers in preparation of opinions, with a particular focus on European and constitutional matters, and drafting primary legislation for Scotland (with, latterly, a focus on criminal legislation). From 1999 to 2003 he was Legal Secretary to the Lord Advocate, and from 2003 to 2008 was a deputy solicitor in what is now the Scottish Government Legal Directorate. Since joining the Scottish Law Commission in September 2008 he has focused on criminal matters.
